Reports to: Executive Director of Finance & Operations

Position Description:

The payroll/benefits specialist prepares the CERSD payroll and performs various other accounting functions for the fiscal department. The person in this position performs payroll functions and duties in support of HR and payroll department including employee timesheets, absence reporting, retirement and other employee benefits; correspond, interact, and provide support to employees in all buildings; maintain records and other business office related duties as assigned.

Essential Job Functions:

  1. Maintain and process CERSD payroll, prepare and submit associated reports and payments
  2. Monitor and insure compliance with State and Federal regulations regarding retirement, COBRA, L&I, IRS, ACA and other programs as may be required.
  3. Compile monthly, quarterly and annual state and federal hr/payroll reports as required. (S-275, HCA and others)
  4. Be proficient with WESPAC payroll processing and attend training opportunities as they become available.
  5. Assist staff at new hire orientation with questions related to payroll and benefits, terminations and retirements
  6. Create the HR budget in preparation for the annual budget.
  7. Maintain all payroll records as required by district policy and State and Federal regulations consistent with records retention requirements as prescribed by State and Federal law.
  8. Ongoing analysis and updates to payroll processes to meet "best practice" guidelines as outlined in the OSPI Governmental Accounting & Budgeting Manual.
  9. Work independently with minimal supervision; maintain high level of confidentiality; make recommendations to resolve payroll problems.
  10. Organize and prioritize workload to meet frequent deadlines
  11. Establish and maintain positive and effective working relationships and communicate effectively with staff, other agencies and general public.
  12. Accurate and reliable data are essential
  13. Attendance and punctuality are important functions of this position.
  14. Submit monthly 941 payroll taxes and quarterly filling of payroll taxes.
  15. Enrolling new employees for benefit packages and update employee benefit change requests.
  16. Prepares W2's and various withholding and taxation records and reports; ensuring the reporting of payroll deductions made and transmittal of funds to deduction agencies.
  17. Process new hires, terminations, and job changes as they relate to payroll.
  18. Complete Verifications of Employment as requested and in a timely manner.
  19. Be knowledgeable of certificated and classified collective bargaining agreements as they relate to payroll.
  20. Comply with all District Policies & Procedures and State and Federal Laws.
  21. Other duties as assigned.


Qualifications:

Required Education and Experience
  1. Experience with budgeting and fiscal procedures and methods
  2. Experience with computerized payroll systems


Preferred/Desired Education and Experience
  1. Experience with School District payroll processing
  2. Accounting Degree or college level courses in accounting
  3. Governmental accounting experience
  4. High level of computer proficiency; in particular Excel and WSIPC enhanced educational software
  5. Familiar with Skyward, Frontline, EDS, Microsoft, Google platforms and other school district software systems


Required Skill, Knowledge and/or Abilities
  1. Knowledge of computerized accounting systems, computer equipment, and relational database software
  2. Ability to organize and prioritize workload

  • Occasional: e. driving, lifting over 10 pounds up to 45 pounds, reaching above the shoulder, use of fax machine

Terms of Employment/Benefits:
  • Affiliation: Non-represented
  • Contract: 260 days including 13 paid holidays
  • Benefits: Medical, dental, vision, disability and life insurance through SEBB*
  • Sick/Personal Days: 12 sick days per year and 3 personal days per year
  • Retirement: Two plan choices available with DRS, Plan 2 and Plan 3.
  • Vacation: 10 days with 1 added per school year up to a maximum of 20 days


Start Date
  • July 1st, 2024. Any training prior to start date will be timesheeted

*Benefits through SEBB is determined by the number of hours an employee is anticipated to work during the school year. Any employee who is scheduled to work 630 hours or more in a school year (September 1 through August 31) is eligible for benefits.
