Job Description

The senior rates analyst position interprets and reviews proposed regulations, rule makings, regulatory orders and prepares comments and makes recommendations. It reviews and interprets regulatory and other industry developments and assists in developing a regulatory strategy. The position develops and prepares studies used in rate cases and analyzes and interprets financial implications of regulatory issues and decisions.

Responsibilities

Testifies in rate case proceedings and prepares analyses, exhibits and data responses for rate cases. Directs and/or prepares and evaluates revenue requirement analyses, lead-lag studies, billing determinant studies and pro-forma adjustments required for rate cases and rate case evaluations. (30%) Oversees adjustment clause filings by reviewing, finalizing and approving monthly collection factors; prepares or directs preparation of required compliance filings with regulatory authorities. Reviews internal and external financial statements for rate and regulatory issues. Prepares studies, regulatory filings and creates internal reports. Performs regulatory related compliance and process reviews. Prepares proof of revenue calculations and resolves issues between regulated pricing data base and internal financial statements. (30%) Works closely with other departments to develop and make recommendations on customer focused tariffs. Administers and interprets tariffs. Represents the company on regulatory issues involving tariffs. (15%) Trains, directs and reviews the work of other employees in the department. Provide technical leadership to staff. Provides technical input to assist in development of project planning. (10%) Prepares and analyzes cost of service studies. Prepares analyses, exhibits and data responses for presentation to regulatory agencies. (5%) Performs additional responsibilities as requested or assigned. (10%)

Qualifications

Bachelor's degree in business administration, accounting, mathematics, engineering or economics or related work experience. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.) Four to six years of experience in a professional, technical or regulatory environment. Basic leadership skills to provide instruction, orientation, training and guidance. Short-term/project management planning skills to plan workflow, coordinate projects and resolve conflicting demands. Influencing skills to present testimony during rate proceedings and to conduct negotiations with regulators on filings, settlements and position statements. Superior analytical, problem-solving and decision-making skills to review regulatory issues and to provide advice/recommendations on the company's position. Effective oral and written communication skills and effective presentation skills. Computer skills must include spreadsheet and word processing applications. Experience with database applications or advanced knowledge of Microsoft Word, Excel and Access is a plus. Ability to prioritize and handle multiple tasks and projects concurrently.
